Phase II of the project involves the development of a plan and specific tools to implement the Blueprint for Good Growth Phase I Goals.  These tools include, for example, Adequate Public Facility (APF) Ordinances, Area of City Impact, Open Space Preservation Techniques, Transit Oriented Zoning and Transportation Corridor Overlay Districts, Right of Way Preservation, and Access Management.   

The Consortium has already begun discussions on Adequate Public Facilities for roads, water, and wastewater.  The Phase II work shall address Level of Service standards, capacity assessment, areas and developments to which APFs will apply, timing of APF determination, opportunities for public/private partnerships, techniques to mitigate inadequate public facilities, and methods to allocate and monitor service capacity.

The Phase II Implementation Plan development process is expected to continue through 2007.

Because Ada County is a desirable place, it has largely boomed since the late 1980s.  People and businesses want to be here to enjoy the climate, the outdoors, and the economic opportunities found in Ada County.  The attraction fueled the record population growth and development that made the Boise metropolitan area the seventh-fastest growing region in the United States through the 1990s.

Across the nation, examples can be found of once-thriving communities falling victim to their own success, now choked by gridlock and pollution, rampaging sprawl, and the loss of farmland and open space.

The Blueprint represents an unprecedented attempt to link land use and transportation planning and create a future Ada County that will be a place where today’s residents want to stay and where tomorrow’s residents will want to come.  This process we will aid Ada County in avoiding the undesirable results of improperly planned growth. 

At the end of this process, Ada County will have a detailed implementation plan for creating and maintaining the quality community we want to share.  We can assure our children and future generation that Ada County remains a vibrant and beautiful community – one that has the employment, educational, cultural and recreational amenities that we all desire and require.

The Blueprint for Good Growth is a collaborative multi-jurisdictional effort intended to coordinate land use and public facility decisions so that growth in Ada County will be an asset to existing residents and future generations.  The plan establishes an overall framework for growth management in Ada County that includes policies and strategies that ultimately will be incorporated into the plans, regulations and practices of Ada County, its cities, Ada County Highway District (ACHD) and the Idaho Transportation Department (ITD). 

The project was initiated in summer of 2004 and the Phase I Goals, Objectives, and Policies were adopted by the Consortium in September 2006.  The Implementation Phase is expected to continue through 2007.  Blueprint for Good Growth, Inc. is recognized by the IRS as 501(c)3 non-profit organization.

Key Issues tackled by the group during the process include:

  • Environmental Recreation,
  • Business & Economic Development, and
  • Intergovernmental Coordination.
